Arthur Stanley House occupies a corner plot at the junction of Tottenham Mews with Tottenham Street, opposite Goodge Place, within an area of London known as Fitzrovia and is set within the Charlotte Street Conservation Area. It comprises an eight storey brick-faced 1960’s building of little architectural merit that has been vacant for 10+ years. It is proposed to refurbish and develop the main building for use as offices and potentially a GP surgery, together with residential accommodation. Two ‘new build’ elements are proposed within the space created: a four-storey element over the existing basement fronting Tottenham Mews will provide additional residential units with a further new five storey element above basement level behind that, providing additional office accommodation.
Our brief was to provide the following:
- bring Arthur Stanley House back into active use
- include a diversity of uses ranging from high quality commercial office to private residential and affordable residential units
- create quality design that responds to the local context and historic fabric of the area
- improved energy efficiency; office space provided to BREEAM “very good and residential to Code for Sustainable Homes level 4 and
- provide high quality and usable amenity space
The scheme achieves an exemplar design solution, enhancing the distinctive surrounding streetscape and provides a quality of accommodation which delivers optimal commercial values.
The main issue in the case related to whether the appeal scheme made an appropriate contribution to the supply of new homes in the Borough, having regard to the requirements of the development plan and other material considerations. The Planning Inspectorate supported the appeal and planning permission has now been granted.
